Was The Graphic Really Necessary?

How do you think the process went for designing this sign? How many iterations did it take? Do you think they considered making a graphic for each type of animal at a country fair?

And not to be picky, but it says horse owners … their animals. The implication being the owner is responsible for the poop of horses, dogs, rabbits and whatever animals the owner owns.

A second picky point. Icon man is directly behind the horse which we all know is a no no. The horse might kick the poop out of its owner. And whose responsible then?
